Italy's Postman Joins the AI Infrastructure Race

Poste Italiane is betting its €13.5 billion bid for Telecom Italia can turn a national postal service into a distributed AI computing backbone, leveraging thousands of post offices and former sorting centres to bring processing power closer to users.

Italy has picked an unlikely contender to build its digital future: the company that still hands out pensions at 12,600 post offices across the country. Poste Italiane, two-thirds state-owned, is pursuing a full takeover of Telecom Italia in a deal that would create a state-backed group with the physical footprint to develop cloud and AI infrastructure at a national scale (Reuters, 2026).

Poste's argument, laid out by a person briefed on the plans, is that the combined entity can build distributed computing capacity using assets that already exist. TIM brings 125 megawatts of installed data centre capacity, making it a top three operator in Italy. But Italy as a whole has only about 15 percent of Germany's installed data centre capacity. Poste wants to close that gap by converting telecom hubs and old postal sorting centres into local edge-computing sites, pulling processing closer to end users. In time, TIM's mobile network sites could be folded into the same fabric.

Antonio Capone, dean of the School of Industrial and Information Engineering at Milan's Politecnico University, said the industry is increasingly looking at networks of smaller facilities rather than just large centralised sites. "Managing a distributed network is operationally more complex - think of maintenance, cooling or power management - but it is a challenge that makes strategic sense to embrace," he told Reuters.

The idea lands in a European market where domestic telecom and tech firms in Germany and France are already building sovereign cloud infrastructure for defence, healthcare, and public administration. Poste believes the enlarged group could even become a supplier to the likes of Amazon, Google, or Microsoft, selling the fibre, data-centre capacity, and local access points those companies need. The post office's digital pivot is not new. It started in electronic payments two decades ago and now manages digital ID credentials for 30 million Italians, roughly 70 percent of the population.

TIM's journey makes the deal as much a rescue as an expansion. A botched privatisation in the 1990s loaded the company with debt, and price wars in the Italian mobile market have starved it of the cash needed to build advanced 5G networks. AI-powered services require those next-generation networks, and Italy is lagging. The U.S. has advanced 5G on a fifth of mobile connections, while Spain is the only European country above 5 percent. A leading TIM investor told Reuters that building such networks is too capital-intensive for a market still split among four mobile operators, arguing consolidation was inevitable.

Poste already owns 20 percent of TIM. Its share price has risen since the bid announcement, suggesting the market sees value in merging TIM's infrastructure with Poste's low-leverage cash flows from payments, insurance, and financial services. The deal could also give Italy a state-backed operator capable of handling sensitive communications, including in defence.
